The mobile networks in Hong Kong all support Unicode and the GSM character set. Please note that Unicode reduces the number of characters to a maximum of 70 characters per message.

SMS restrictions in Hong Kong
Alpha senders are supported but all non-alpha senders are replaced by a local Hong Kong number to ensure delivery. ChinaUnicomHK and ChinaMobileHK replace all sender by a local Hong Kong number.
It is strictly forbidden in Hong Kong to send messages to end-users that are registered on the Do-Not-Disturb list. There are no further content restrictions for SMS campagnes in Hong Kong other than those that prevent abuse (spam, phishing, etc).
