All operators in Russia support reliable handset delivery receipts for SMS.
Dedicated and shared short codes are allowed after full registration of your service and an authorization letter from the content provider for full approval from the operators. Tele2 and Megafon alter the sender to ensure proper delivery but other Russian operators allow also dynamic numeric senders and long codes.
Any unsolicited messages sent to Russian subscribers are strictly forbidden by the authorities. In case of complaints the Operator can issue penalties. There are no other content restrictions for SMS in Russia than those that prevent abuse (spam, phishing, etc).
