CM's Country Regulation Interpretation
France has 2 shortcode ranges:
36xxx -> only for marketing messages.
38xxx -> only for otp, alerting and notifications messages. (no marketing)

Undeclared traffic will be treated as marketing messages.
Traffic through 36xxx is not allowed between 20:30 and 08:00 GMT+1.
Traffic through 36xxx is not allowed on Sunday and public French holidays.

When sending marketing messages with alphanumeric sender, the message content must contain instructions for the recipient to unsubscribe. If no instruction is given, CM will add STOP [shortcode] to the message.

When using the 36xxx shortcode and a recipient replies with STOP (or equivalent), you are obligated to remove that number from your database. Proper incoming message (MO) handling is required.

Sender Restrictions
Dynamic numeric senders are not allowed.
Alphanumeric senders are allowed.
Shortcodes are allowed.

Content Restrictions
There are no restrictions other than those mentioned above and those that prevent abuse (spam, phishing, etc).

Operator capabilities
All French operators support Handset DLR.
All French operators support Concatenated SMS
All French operators support Unicode except Bouygues. Unicode messages towards Bouygues are translated to GSM.
